Daniel was the presidentially-appointed Chairman of the U.S. Surface Transportation Board (STB), an independent economic regulator of the freight railroad industry, from 2009-17. As Chairman, he led the agency to five consecutive Best Places to Work in the Federal Government awards. He recently transitioned to private practice as his second term was slated to expire in 2018. Daniel is an authority in railroad economic regulatory matters handled before the STB, in Congress and through the courts. He brings unique insight to these types of issues since he knows how a decision maker in such a regulatory role thinks and how the STB functions internally.

He also has vast experience litigating labor and transportation cases, and has won important cases in the federal district and appeals courts. As such, he has extensive practical knowledge of how to litigate cases to accompany his one-of-a-kind knowledge of the regulatory process.
